# Facility Booking Software: What Parks Departments Should Require

![Indoor gym with several groups sharing the court at once, the kind of shared space that needs clear booking rules](https://www.recreationhq.net/hs-fs/hubfs/blog-images/photo-facility-booking-software-parks.jpg?width=1520&name=photo-facility-booking-software-parks.jpg)

It is 4:40 on a Tuesday in April. A travel club is standing on field 3 holding a confirmation email. A youth league has the same field on the season grid your recreation supervisor keeps in a spreadsheet. Somebody is going home. The person who has to say so is your part time front desk staffer.

Generic room booking software does not fix that afternoon. It was built for a different problem. This guide covers what parks departments should require from facility booking software before signing; for the wider scheduling picture, see our overview of [facility scheduling software for recreation](https://www.recreationhq.net/playbook/facility-scheduling-software-recreation).

## A conference room does not have a season

Office booking tools assume one requester, one room, one block of time. Parks work does not look like that. One ballfield carries a season long league allocation, a tournament weekend, a resident birthday rental, and a special event request, all competing for the same 200 feet of grass. Allocation happens once a season in a room with league presidents in it. Reservations happen every day after that.

Require both behaviors. An organization gets a block for a date range. Individual bookings draw down against that block. Staff and the league both see what is left. A tool that only knows how to hand out hourly slots cannot hold a season.

## Price depends on who is asking

Residents pay one rate. Non residents pay another. A non profit youth league pays a third. A commercial user pays full freight, and in some cities that money is already spoken for. Saint Paul's [non resident fee policy](https://www.stpaul.gov/sites/default/files/Media%20Root/Parks%20%26%20Recreation/Res%2016-07%20Non%20Resident%20Fee%20Policy.pdf) is a good example of the pattern. It adds a 50 percent surcharge to athletic, class, and activity fees for non residents, plus a $75 non resident team fee in Municipal Athletics, and directs the fees collected to its fee assistance scholarship program. That policy covers programs rather than facility rentals, so check whether your own rental fees follow similar rules and make sure the software can handle them.

Make the vendor configure your actual rate table during the demo. Not a slide about flexible pricing rules. Your table, your resident test, your league discount, priced live. Our [demo scorecard](https://www.recreationhq.net/playbook/recreation-software-demo-scorecard) gives you a way to grade what you see.

## Every booking has a financial record behind it

The clearest statement of what a real department needs came from the Minneapolis Park and Recreation Board. Its recreation software [RFP](https://www.minneapolisparks.org/wp-content/uploads/2021/01/2020-MPRB-Recreation-Management-Software-RFP-1.pdf) says it plans to migrate "existing facility reservations for all facility types up to two years before the go-live date along with the financial information behind each (customer, amount paid, etc.)."

That is the requirement most demos never touch. A reservation is not a calendar entry. It is a deposit, a balance, a refund, a damage charge, and a receipt somebody may ask for two years from now. Ask any vendor to show you a two year old reservation with its full payment history attached, in their own system, today. If you are drafting your own requirements, the [RFP requirements matrix](https://www.recreationhq.net/playbook/recreation-software-rfp-requirements-matrix) and the guide to [data migration and go-live](https://www.recreationhq.net/playbook/recreation-software-data-migration-golive) cover the rest.

## Deposits, damage, and rain

Weather cancels. Then someone owes money, or is owed it. Write down your rules before you shop, because a vendor will happily demo around them:

- Damage deposits held and released, with a partial keep when the pavilion gets trashed
- Cancellation tiers by notice window, refund versus account credit
- Staff initiated rain cancellations across a whole day, not one booking at a time
- Certificates of insurance tracked and expiring on the record they belong to

## Retention is a legal requirement, not a feature

Reservation records are government records, and states set how long you have to keep them. Texas [Local Schedule PW](https://www.tsl.texas.gov/slrm/localretention/schedule_pw) keeps reservation records for park and recreational facilities that do not require a permit for 2 years, and waivers of liability for 3 years from the end of the activity. A signed waiver must be kept as long as the related accident report if an accident occurs. Reservations that require a permit fall under a different item in that state's schedule. Your state's schedule differs, so pull it. Then ask whether the system can export the record when the retention clock, or your contract, runs out. Our guide to [contract exit rights](https://www.recreationhq.net/playbook/recreation-software-contract-exit-rights) explains what to get in writing.

## Frequently asked questions

### What should facility booking software for parks include?

Season allocation with individual bookings that draw down against it, pricing by user type (resident, non resident, non profit, commercial), deposit and damage handling, weather cancellations in bulk, insurance tracking, and reservation records with their payment history.

### How is park facility booking different from booking a conference room?

A park facility carries season long league allocations, tournaments, rentals, and special events on the same space, and each user type pays a different rate. Office booking tools assume one requester and one time block.

### How long do parks departments have to keep facility reservation records?

It depends on your state. Under [Texas Local Schedule PW](https://www.tsl.texas.gov/slrm/localretention/schedule_pw), reservation records that do not require a permit are kept for 2 years and liability waivers for 3 years from the end of the activity. Check your own state's retention schedule.

### What should a vendor show during a facility booking demo?

Your own rate table priced live, a season allocation with bookings drawn against it, a bulk rain cancellation, and a two year old reservation with its full payment history.

RecreationHQ handles facility and rental booking alongside registration and payments, which is why we care about this. If you want to know what your current booking setup is costing in staff hours and lost revenue first, the [free cost recovery audit](https://www.recreationhq.net/audit) is a good place to start.
